Cadi
He was a Turkish "judge", who performed the duty of the judge, solicitor and clerk in one person. As a result of his various duties he became the key figure in local state administration. He passed judgements in various crime cases including swearing, murder and other crimes, but execution was the responsibility of the beghs. Besides his duties as a judge, he certified business transactions, loans, testaments, marriages and divorces, and he checked financial accounts, tax collectors and market supervisors. In compliance with the Sultan's orders he took part in the construction and maintenance work of mines, roads and bridges, in the manufacturing of gunpowder and weapons, in the mobilisation of the army, in the supply of food and military goods, in intelligence work and reconnaissance. Anyone wanting to fill this position had to have a medrese education. Those who had this form of education and decided to be a judge, first got a job in a village, then in a juristic region, then later in a county, that is in a sandjak. They reported to the kadiaser, that is the military judge of Rumelia and Anatolia. In Hungary kadhis made judgements in the cases of the local Muslim population, or in cases between Muslims and Christians. The cases of the Hungarian people were judged by earlier juristic forums (village judge, village chair, town court).
